Thousands of people were evacuated in Taiwan and in Fujian Province in China, where the storm was expected to hit around noon Friday, Xinhua, the official government news agency, said.
The National Disaster Coordinating Council in the Philippines reported that more than 22,000 people in Northern Luzon had been forced out of their homes by Bilis, known locally as Typhoon Florita, the Manila Times reported. Baguio, hit by 27 landslides, declared a state of emergency.
Rain was expected to continue through the weekend, hampering rescue efforts and increasing the danger of more landslides.
